The Finnish RES policies largely focus on the exemplary role of public entities and on voluntary schemes. There are no legally binding, compulsory instruments for e.g., mandatory training for the installers of RES.

- RES installer educator certificate is necessary for the educators of RES installers
- Only certified surveyors are allowed to conduct energy performance certifications for new buildings
- Public entities are legally required to make energy efficient purchases
- Oil heating systems will be phased out in public-owned buildings by 2024 based on the Marin government programme
- The large energy aid programme also grants funding for RES R&D projects, such as large-scale pilot installations of experimental RES technologies
