Overview
Sweden has not incorporated any supportive legislation for energy communities in its legislation or political system yet. Energy sharing is possible but limited to a single connection point to the grid. Prosumers are exempted from some fees or are subject to lower rates than larger producers.
In 2022, the Government made the assessment that there are energy communities in Sweden and that there are no obstacles to forming new ones. Against this background, the government did not propose any new legislation due to the provisions on energy communities in the electricity market directive and the renewables directive. The Swedish Energy Agency, however, must assess existing obstacles to and the potential to develop communities for renewable energy and citizen energy communities. The Swedish Energy Agency should also investigate whether Sweden can do more to improve the conditions for energy communities through promotional initiatives. Assessments and proposals in the tax area must not be submitted (Assignment to investigate the conditions for energy communities and any need for promotion efforts, Government Decision I 3 2024-02-15 KN2024/00357).
