Overview
Portugal has only recently, in 2019, via the publication of DL 162/2019, developed further its legal framework on energy communities and prosumers, granting these actors more decision-making power and flexibility in regard to consuming and generating their own electricity and participating in the Portuguese/Iberian energy market.

Summary of regulations
DL 162/2019 is, currently, the regulation that lays the foundational legal framework for the self-consumption sector, which encompasses energy communities and prosumers. Other ordinances, orders and regulations approved both before and after the Decree help set the regulatory environment by providing additional elements in terms of structure and prices of the market for self-consumption.
