Usually, energy efficiency measures for buildings are supported through subsidies of the Energy Efficiency and Environmental Protection Fund (FZOEU) and through low-interest loans of the Croatian Bank for Reconstruction and Development (HBOR). HBOR loans are available only for the private and public sector, not private citizens. There are currently no subsidies offered by the FZOEU for energy efficiency measures, but there are two low-interest loans for public entities, the ‘ESIF Energy Efficiency in Public Sector Buildings’ and ‘ESIF Loans for Public Lighting’ (ESIF - European Structural and Investment Funds). The process of energy renovation of buildings from the public sector is carried out by the Agency for Transactions and Mediation in Immovable Properties (APN). The Integrated National Energy and Climate Plan for the Republic of Croatia for the period 2021-2030 sets a national target in the field of energy efficiency of cumulative energy savings in the amount of 125.3 PJ (2,993.7 ktoe) by 2030.
Summary of measures
Two nationally promoted measures are currently available as lending instruments from HBOR. • The ESIF Energy Efficiency in Public Sector Buildings serves public entities with a low-interest loan, which have already obtained a partial grant for their building energy renovation plans, in order to complete the funding plan. • The ESIF Loans for Public Lighting serves public entities which are undertaking energy renovation activities in the field of public lighting. Both loans are a part of the national Operational programme Competitiveness and Cohesion 2014-2020.
