Description of support scheme

The ‘ESIF Loans for Public Lighting’ is one of the lending instruments of the Croatian Bank for Reconstruction and Development (HBOR). It serves units of local government (ULG) which are undertaking energy renovation activities in the field of public lighting. These activities include:
Dismantling and disposal of lamps and equipment to be replaced; installation of lighting and regulation equipment; relocation from transformer stations and/or new installation of public lighting control boxes with control, metering and protective equipment; installation of new billing and control metering devices for electric energy; installation of supplemental lighting posts, correction of geometry and/or cable infrastructure of existing public lighting installations; preparation of studies and installation of temporary traffic regulation for the purpose of performing lighting-technical measurements and implementation of public lighting energy renovation activities; expert supervision, etc.
Funds for the loan have been secured through the Operational programme Competitiveness and Cohesion 2014-2020. Implementation of the loan is available only directly through HBOR.
Applications are accepted from 1st July 2018 onwards, while disbursement (giving out the loan) is possible until 30th June 2023.

Amount

The minimum amount of the loan is 500,000.00 HRK (ca.66,660.00 EUR), while the maximum amount is 15,000,000.00 HRK (ca.2,000,000.00 EUR).
The interest rate is from 0.10% to 0.50%, determined in accordance with the degree of development of the area of investment. All particularities are further explained in the call.
Under this loan programme, borrowers are exempt from paying all fees that are usually charged on loans.
The repayment period is up to 10 years, including the grace period (6 months). The repayment can be done in equal monthly, three-monthly or semi-annual instalments.

Procedure

Generally, the loan procedure includes a project documentation and data on the investment, the local government budget for the following year, Consent of competent bodies of the ULG for taking out the loan, financial reports and other status documentation, Security instruments for the loan, Questionnaire for legal entities, Statement on related entities, etc.
