Biofuel quota

  2. Description of support scheme

    All authorised fuel suppliers are obliged to fulfil an annual minimum quota – a specified percentage of biofuels in their fuel mix. Swedish Energy Agency is the monitoring authority.

  3. Amount of quota and period of application

    From 1 Jan 2020 and onwards the quota is:
    ● at least 4.2% for petrol and
    ● at least 21% for diesel (2020 update, art 5 Act 2017:1201)

  4. Addressees

    All authorised fuel suppliers are obliged to comply with the quota regulation.

  5. Procedure

    It is the fuel suppliers’ duty to comply with the quota regulation. The Energy Agency is the monitoring authority.
    If the fuel supplier fails to fulfil their duty, they may have to pay a surplus fee. In case of a delayed fee payment, the Energy Agency may charge a late fee of maximum SEK 5,000 (approx. EUR 494) (arts 7-9, Act 2010:598).

    Biofuels are considered as liquid fuels created from biomass for fuelling an engine (Art 2 Act 2017:1201). The biofuels must be certified with sustainability certification according to Chapter 3 Art 1b, Act 2010:598.
