Procedure

According to the law on heat supply, municipal authorities are responsible for planning the expansion of the heat grid in the municipality. The Ministry of Climate, Energy and Utilities may impose requirements on the municipalities regarding the development of the heat grid (§3 Law on heat supply). In special cases the Ministry of Climate, Energy and Utilities can approve a project and execute a project directly (§4(2) Law on heat supply).
Furthermore, the Ministry of Climate, Energy and Utilities has defined requirements for new buildings on the compulsory connection to the heat grid where possible (§§2-9 EO on connection to the heat grid). In practice, all new buildings must be connected to the heat grid unless it is impossible due to the nature of the building or would be disproportionately costly for the operator of the building to use district heating (§15 Executive Order on connection to the heat grid).
