Description of the process

This process step consists of obtaining a construction permit and carrying the environmental impact (or incidence) assessment of the project. When a project is not located in any area deemed as sensitive or protected, a permit may be obtained via the city council of the region in which the project will be built. Producers simply submit their project plans to the city council responsible for the chosen region and wait for the assessment of location vis-à-vis the characteristics of the project.
On the other hand, if the project is located in an area deemed as sensitive or protected, an environmental assessment will have to be carried out first. An environmental incidence assessment will be conducted when the project is not included on the list of projects for which an environmental assessment is mandatory. In this case, an individual assessment of the project is carried out (art. 10-A and 10-B DL 76/2019)

  • City Council territorially responsible for the project
  • Environmental Assessment Authorities (either one of the five Regional Coordination and Development Commission or the Portuguese Environmental Agency, APA)
