Summary

The PREPAC aims to make at least 3% of the administrative building stock more efficient per year.
In general, new buildings and buildings undergoing major refurbishment have to integrate RES to cover a certain percentage of domestic hot water, heating and cooling demands. Percentages and the equation to calculate expected consumption are determined in Art. 11, Annex 3,DL 28/11. For public buildings, such obligations are increased by 10% (Art. 6, Annex 3, DL 28/11). The resources available for the energy requalification of public administration buildings amount to 355 million euros. With the PREPAC decree, the Ministry of Economic Development defined the methods of implementation of the program which highlight, among other things, the methods of financing, the type of interventions admitted to financing, the eligible expenses, the minimum contents of the intervention proposals, the methods of training and assistance and of verification and control ENEA has made available the Guidelines for presenting the Energy Redevelopment Projects of the buildings of the Central Public Administration (PREPAC). DL 73/20, extends the allocation of PREPAC resources until 2030.
These obligations do not apply:
• To certain buildings with historical value (Art. 11, c. 2 DL 28/11);
• To buildings connected to district heating networks that cover their entire need for heating and warm sanitary water (Art. 5, Annex 3, DL 28/11)
The coordination and monitoring of the progress of the Program is assigned to the Ministry of Economic Development and the Ministry of Ecological Transition.

Addressees

All new buildings and buildings undergoing major refurbishment (Art. 11, c. 1 DL 28/11) and to public ones with an increase of 10 % in the obligation amount (Art. 6, Annex 3, DL 28/11).
