Summary

The Republic of Croatia provides a framework for training and certification programmes for installers of renewable energy systems (photovoltaic systems, solar thermal systems, shallow geothermal systems and heat pumps, and smaller biomass boilers and stoves).
Certification programmes are carried out by public learning institutions, and other legal persons, which possess approval of the ministry competent for construction (currently the Ministry of Physical Planning, Construction and State Assets). Approvals are issued based on the ministry’s open calls for issuing an approval for conducting training programmes for certified RES installers.
There are 4 training programmes with 4 corresponding ordinances providing a framework for conduction of each of the training programmes. The training programmes are:
1) The certification programme for installers of photovoltaic systems;
2) The certification programme for installers of solar heating systems;
3) The certification programme for installers of shallow geothermal systems and heat pumps;
4) The certification programme for installers of small-scale biomass boilers and stoves.
The ordinances governing the training and certification programmes contain, among other things, precise criteria for certificates and the content and manner of conducting a training programme. Every training consists of a theoretical and a practical part lasting 40 hours (20 hours each). If the training was completed with the successful passing of an examination, the RES installer will obtain a certificate and be recorded in a register of certified RES installers. The certification is valid for 5 years and can be renewed in a similar refresher course. Certified installers from other EU member states can also get acknowledged through a special procedure, which is set out in the rulebooks.
The competent ministry also keeps a:
1) Registry of certified RES installers;
2) Registry of conductors of training programmes for certified RES installers;

3) Record of foreign physical persons who may work as an RES installer in the Republic of Croatia.

Addressees

  • PV system installers – Eligible for attending the training programme are persons who have obtained: a three year vocational education in the field of electrical engineering with at least 5 years of relevant work experience; a four year vocational education in the field of electrical engineering with at least 3 years of relevant work experience; a tertiary education (or higher) in the field of electrical engineering with at least 2 years of relevant work experience.
  • Solar heating system installers - Eligible for attending the training programme are persons who have obtained at least a three year vocational education in the field of mechanical engineering with at least 3 years of relevant work experience;
  • Shallow geothermal systems and heat pumps installers - Eligible for attending the training programme are persons who have obtained at least a three year vocational education in the field of mechanical engineering or electrical engineering with at least 3 years of relevant work experience;
  • Small-scale biomass boilers and stoves installers - Eligible for attending the training programme are persons who have obtained at least a three year vocational education in the field of mechanical engineering with at least 3 years of relevant work experience.
