  2. Summary

    Public buildings in the Republic of Croatia must undergo energy renovation in accordance with the Energy Efficiency Act, the Long-term Strategy for National Building Stock Renovation by 2050, and the Integrated National Energy and Climate Plan for the period 2021-2030 (NECP).
    The Agency for Transactions and Mediation in Immovable Properties (ATMIP) is the competent body for implementing the aforementioned strategies on energy renovation of public buildings (art. 7a Act on Energy Efficiency).
    There are two models for energy renovation of public buildings: directly contracting a party or contracting an energy service company (ESCO). An ESCO company will take up all the administration, logistics, and sometimes the financial burden, of the project and hand over the end result to the customer (turnkey model). The investment is then repaid through energy savings.
    The yearly rate of energy renovations from 2014-2020 has been 0.7% of surface area of public buildings, 1.35 million m² per year. The planned yearly rate of energy renovations is:
    • 1% in 2021 and 2022,
    • 1.5% in 2023 and 2024,
    • 2% in 2025 and 2026,
    • 2.5% in 2027 and 2028,
    • 3% in 2029 and 2030,
    • 3.5% from 2031 until 2040, and
    • 4% from 2041 until 2050 (Long-term Strategy for National Building Stock Renovation by 2050).
