Summary

Issuing of the energy performance certificate is the result of an energy audit.
Energy audits and energy certifications of buildings are carried out by certified persons authorised by the Ministry of Physical Planning, Construction and State Assets.
Energy certificates are obligatory for:
1) almost all new buildings, 2) buildings which are to be sold, rented out or leased and have a total useful floor area greater than 50 m²,
3) separate parts of a building (e.g. apartments) which are to be sold, rented out or leased when the entire building has a useful floor area greater than 50 m², regardless of the floor area of that particular part, and
3) public buildings with a floor area greater than 250 m².
However, an energy certificate is not required for new, or existing, buildings which do not use energy to maintain specific inner climate conditions, for religious buildings, for temporary buildings which are going to be used for less than 2 years, for industrial sites, for workshops, for agricultural buildings with small energy needs, for residential buildings used for less than 4 months in a year, and for free-standing buildings with a total useful floor area of less than 50 m2.
The Ministry grants the authorisation to conduct energy audits and issue energy certifications for a period of five years to a natural and/or legal person meeting all requirements. Eligible for attending the basic training programme, and consequently for doing energy audits and issuing energy certifications, are people who have completed an undergraduate or graduate university study of architecture, civil engineering, mechanical engineering or electrical engineering.
