The Balearic Islands, specifically Mallorca, Menorca, and Ibiza, are participating in the Clean Energy for EU Islands' 30 Renewable Energy Islands for 2030 initiative. The technical assistance for the Balearic Islands, from 2023 until 2026, will be structured in 4 activities and will proceed in close cooperation with the Balearic transition team. The first activity in 2024 is entitled "Legal and regulatory support to advance the energy transition" and is developed in two phases.

Aside from identifying priority barriers to be addressed, the report also provides the responsibilities of local, regional and national governments focusing on environmental regulation and policy. This will be used in the next steps to more easily identify stakeholders that should be involved in helping overcome the priority barriers.
