Summary
Chapter 5a of the Energy Efficiency Act mandates that central government authorities in Finland prioritise energy-efficient options when procuring products, services, and buildings, provided it is feasible in terms of cost-efficiency, economic viability, broader sustainability, technical suitability, and market competition.
- Energy-Efficient Products: Authorities must acquire only the highest energy-efficiency class products for items with eco-design and energy labelling, as per EU regulations. For products without energy labels, only those meeting specific EU energy efficiency benchmarks can be purchased, ensuring sufficient competition. Packages of products should prioritise overall energy efficiency.
- Office Equipment and Tyres: Only office devices that comply with energy efficiency requirements outlined in EU-US agreements and tyres in the highest fuel economy class (Class A) may be procured, with exceptions for safety or public health needs.
- Service Procurement: In service tenders, suppliers must use energy-efficient products as described above for any new items purchased for service provision.
- Buildings and Leases: Authorities are restricted to acquiring or leasing buildings that meet Finland's minimum energy efficiency standards and possess valid energy certificates. Exemptions apply for buildings intended for major renovation, resale, or preservation due to architectural or historical value.
This framework supports sustainable energy use in public sector procurement, aligning with Finland's climate and energy efficiency targets.

Central Government procurement except for procurement contracts under the Act on Public Defence and Security Procurement (1531/2011). For procurement contracts by the Defence Administration and the Border Guard, these sections apply only to the extent that they do not conflict with the nature and primary objectives of the operations of the Defence Administration or the Border Guard.
