Summary

The Ordinance 2014:480 obligates public authorities to make their purchases, leases and other forms of procurement of goods, services and buildings subject to energy efficiency requirements set out by other pieces of legislation, including relevant EU directives and decisions. For buildings purchased or leased by public authorities, the standards to comply with are defined in the Chapter 8 art 4 of the Planning and Building Act.

Addressees

The ordinance applies to all public authorities unless they have been explicitly exempted from it, as is the case for the defence sector (art 10 Ordinance 2014:480). Other exemptions are granted on case-by-case basis (art 9 Ordinance 2014:480).
