Energy efficiency measure (energy surveys for large companies)

Description of support scheme

Large companies are obliged to carry out an energy survey every four years. The survey is executed by a certified surveyor (art 5 Act 2014:266). A report is made describing the company’s current energy use and proposals for measures to save energy or to be more energy efficient.

Addressees

Large companies, which are defined as enterprises with at least 250 employees and an annual turnover of over EUR 50 million, or a balance sheet exceeding EUR 43 million/year (Art 2 Act 2014:266). Companies with an adequate energy or environmental may be exempt from the survey requirement (art 4 Act 2014:266).

Procedure

The survey is conducted by a certified surveyor. A report is made describing the company’s current energy use and proposals for measures to save energy or to be more energy efficient. The surveyed company is required to provide the surveyor with documents necessary for their work (art 9 Act 2014:266).
The report is uploaded to the Swedish Energy Agency’s online portal. The Energy Agency is responsible for the evaluation and follow-up of the survey, and can impose a fine for the surveyed company in case of non-compliance with the measures identified in the survey (art 10 Act 2014:266).
Appeals can be lodged in the Court of Appeal.
