Subsidy: Incentive for the Acquisition of Low-Carbon E-Vehicles Nationwide

Description of support scheme

In light of the targets established in its Roadmap for Carbon Neutrality 2050 and the National Energy and Climate Plan 2030, Portugal created an incentive programme designed to encourage the introduction of more low-carbon (electric) vehicles into its market. The programme consists of non-refundable grants to eligible participants. A budget of EUR 4,000,000 has been allocated for this aim and will be managed by the Environmental Fund.
Interested parties may apply for the incentive until 30 November 2021 and are obliged to keep the vehicle for a period of no less than 24 months following its purchase – or rental (art. 9 Order 2535/2021).

Amount

1. Light passenger vehicles:
The amount given for the acquisition of a new, low-carbon (exclusively electric) light passenger vehicle is EUR 3,000. Vehicles priced higher than EUR 62,500 are not eligible for the incentive (art. 1.1 Order 2535/2021).
2. Light goods vehicles:
An incentive of EUR 6,000 will be given for the acquisition of light, low-carbon (100% electric) vehicles designed for the transportation of goods (art. 1.2 Order 2535/2021).
3. Electric city bicycles, two-wheeled motorcycles and electric mopeds:
The amount given for the acquisition of electric city bicycles, two-wheeled motorcycles and mopeds is capped at 50% of the price of the vehicle. Bicycles for sports use are not eligible for the incentive (art. 1.4 Order 2535/2021).
4. Cargo bicycles, with or without electric assistance:
The incentive given for the acquisition of cargo bicycles, with or without electric assistance, is of 50% of the price of the vehicle, up to a maximum of EUR 1,000 for bicycles with electric assistance and EUR 500 for bicycles without it (art. 1.3 Order 2535/2021).
5. Conventional city bicycles (with no electric assistance):
Conventional city bicycles are eligible for an incentive of up to 20% of their price. Bicycles for sports use are not eligible for the incentive (art. 1.5 Order 2535/2021).
Natural persons can apply for only one vehicle of each category, whereas legal persons may apply for two light goods vehicle and four bicycles, electric mopeds or two-wheeled motorcycles (art. 2.4 Order 2535/2021).

Addressees

Natural persons (for categories 1, 2, 3, 4 and 5) and legal persons (for categories 2, 3, 4 and 5) (art. 2 Order 2535/2021).

Procedure

Candidates may apply for the benefit by filling out a request form via the Environmental Fund website and submitting their identification document (or commercial registration certificate, in the case of legal persons), proof of regularisation of tax situation, proof of social security situation, bank ID, and receipt of the purchase (or rental) of the vehicle (art. 5 Order 2535/2021).
