Subsidy: incentive for the acquisition of e-vehicles in the Madeira Autonomous Region – PRIME-RAM

Description of support scheme

The Electric Mobility Incentive Programme in the Madeira Autonomous Region (PRIME-RAM, in Portuguese) aims to increase sustainable mobility in the region by providing financial incentives (non-refundable grants) for the acquisition of electric vehicles. The government has set a budget of EUR 1,000,000 for the 2021 phase of the programme, following its successful performance in 2020. The deadline for participation is 31st December 2021 (art. 12 of Ordinance 64/2021/M).
This benefit can be combined with others of the same nature – e.g., tax exemptions for the acquisition of 100% electric vehicles or electric bicycles by persons with disabilities (art. 4 of Ordinance 64/2021/M).

Amount

Article 1 of the Rectification Declaration 9/2021 establishes that:
For natural persons, the amount of the incentive is of EUR 5,000 for the acquisition of a light vehicle and of EUR 600 for motorcycles with two to four wheels or a moped;
For legal persons, the amount of the incentive is of EUR 3,500 for the acquisition of light vehicles and of EUR 600 for motorcycles with two to four wheels or a moped;
When it comes to electric bicycles, the incentive given to natural persons is of EUR 300. Legal persons are not eligible for this category.
The maximum amount of the incentive cannot surpass 50% of the cost of the vehicle.

Addressees

Natural persons that have been residing in the region for a period of at least 183 days prior to the acquisition of the vehicle (art. 3, paragraph 2 of Ordinance 64/2021/M) and legal persons whose headquarters or board is located in the territory (art. 3, paragraph 3 of Ordinance 64/2021/M).

Procedure

Applicants have to submit all documents proving the acquisition of the vehicle, as well as their personal identification (or fiscal certificate, in the case of legal persons), to the Regional Directorate of Economy and Land Transport (DRETT) via the Simplifica Portal.
