Description of support scheme
Electricity producers from renewable energy resources are entitled to receive fixed prices for the energy they produce. This price may be either fixed or indexed according to a referential value – with or without minimum or maximum amounts (art. 4 of DL 76/2019).
Operators of Small Grid Feed-in Unit (Unidade de Pequena Produção – UPP) with installed capacity of ≤ 1 MW (art. 4 of DL 76/2019) receive a fixed amount defined by the government, until the quota, annually defined by the government, is reached. -
Amount
The guaranteed remuneration can be granted to producers who own a UPP, via the allocation of a fixed price decided, which is decided through a bidding process (whose reference will be the amount set by the government in previous ordinances. For instance, in 2020, the government approved a price of 45 euros per MWh and a maximum quota of 20MW [art. 2 and 3 of Ordinance 80/2020]) or based on the median of prices established by the last tender procedure (art. 4 of DL 76/2019).

Addressees
Electricity producers that fit into the renewables’ special regime (i.e., RES-E producers).
Special regime production (Produção em Regime Especial, PRE, in Portuguese) consists of a set of electricity production technologies from renewable sources, such as wind, water, sun, biomass and the sea, and high energy efficiency technologies, such as the combined production of heat and electricity – cogeneration. -
Procedure
Plant operators who fit into the UPP category may join the guaranteed regime via registration of the unit on the SERUP Portal.
