Energy efficiency measure: Barometer of the Energy Efficiency Programme for the Public Administration 2030 (Barometer ECO.AP)

Description of support scheme

The online platform Barometer ECO.AP, a tool created based on the Energy Efficiency Programme for Public Administration 2030 (ECO.AP 2030) – approved by Resolution 104/2020 and DLR 19/2019/A – was designed to monitor and improve energy efficiency in every service provided by an entity linked to the public administration (both in continental Portugal and in the autonomous regions). State-owned companies and public and private associations whose capital is mostly public are also covered by the platform.
The Barometer monitors the consumption of energy, water, materials, and GHG emissions in installations located in buildings, equipment, fleets and infrastructures, including electric mobility infrastructures, and the energy production capacity and solutions of energy storage, under management or use by public entities covered by ECO.AP 2030.
Each entity participating in the programme has to achieve the following goals by 2030:a reduction of 40% in overall primary energy consumption, 20% reduction in the consumption of energy used for water infrastructure systems; 20% reduction in the consumption of material resources; reach a 5% energy and water infrastructure system renovation rate for the buildings included in the strategy; and guarantee that 10% of the energy consumption is supplied by RES self-consumption solutions (Annex I, part II of Resolution 104/2020).

Addressees

Public entities are, mandatorily, part of the programme if they: i) have an annual electricity bill higher than EUR 10,000, or a water bill higher than EUR 5,000, or both electricity and energy bills, together, higher than EUR 10,000; and ii) have 30+ employees (part B of Resolution 104/2020). These entities must appoint a member to be the Managers for Energy and Resources (GER), a position that consists in being a mediator between the Barometer/ECO.AP 2030 and the entity itself. GERs will be responsible for providing the information, reports about their agencies to the Barometer.
Other entities that do not comply with the above, may also, on a voluntary basis, adopt and implement the best practices of ECO.AP and use the ECO.A Barometer, as long as they are public entities.

Procedure

The tasks of monitoring and dissemination of best practices related to energy efficiency is carried out by Energy and Resources Managers, who shall be appointed by each of the public administration entities (art. 4 of Resolution 104/2020).
