Description of support scheme

SDE++ builds upon the former SDE+ scheme and offers a subsidy to those producing renewable energy or applying CO2-reducing techniques. The SDE++ scheme has been in place since 2020. The new SDE++ scheme not only stimulates sustainable energy production but focuses on CO2-reduction as well. Through this scheme, the government aims to ensure the feasibility and affordability of the energy transition in the Netherlands. The total available budget of the SDE++ 2021 is 5 billion euros.
Applications are annual. Every year, the Netherlands Enterprise Agency (RVO) publishes information brochures detailing the various application rounds which can be found here: https://english.rvo.nl/subsidies-programmes/sde-publications.
The 2021 annual round of SDE++ is open from 5 October to 11 November 2021. Within 13 weeks of applying a decision will be made on the application.

Amount

The total available budget for the SDE++ 2021 is 5 billion euros. The subsidy will be awarded for a period of 12 or 15 years. The maximum subsidy intensity to which SDE++ techniques are entitled in 2021 is 300 euros per saved tonne CO2.

Addressees

Eligible companies and organisations, both non-profit and otherwise, which are or will become electricity producers or carry out CO2 reducing techniques.

Procedure

The opening round contains 4 phases. In the first phase, only applications for projects with a subsidy requirement up to a certain subsidy amount per tonne of saved CO2 will be considered. This maximum will be increased step by step during the subsequent phases.
Applications for the SDE++ must be done at mijn.rvo.nl.
All applications will be considered mainly on the completeness of application and whether the project meets the subsidy requirements. A decision will be sent within 13 weeks of the receipt of application.

Wind energy onshore

Due to national laws on the presence of airports nearby, SDE++ contains the category ‘Wind op land met hoogtebeperking’ (‘Wind energy onshore on land with a height limit’). This limits the height of wind turbines to 150 meters. The application must contain this information if applicable.
For projects that wish to make use of works under the jurisdiction of the Directorate-General for Public Works and Water Management, the category ‘Wind op waterkering’ (Wind on flood defenses) is relevant. The SDE++ offers subsidies for projects either on or in the protected zone of these works.

Wind energy offshore

For projects falling under the category ‘Wind in meer’ (‘Wind in lake’) the foundation of a wind turbine must be in a lake that is at least 1 square kilometres in size, and it must be at least 25 metres removed from the shore.

Solar energy

Only applies to PV solar panels with a peak power above 15 kWp and a large-scale connection.
