Description of support scheme

Malta promotes RES installations through a premium tariff, which is awarded through a tender held by the Ministry for Energy and Water Management. Eligible are RES installations with a capacity between 400 kWp and 1,000 kWp. The goal of the auction is to promote small-scale RES installations in the most cost-effective way. (ITB 2020 - capacity between 400 to 1,000 kWp)
The total capacity tendered was 5 MW. A minimum bid price is not specified in the legal sources. Maximum bid price is 0.15 EUR/kWh (§ 14.3 ITB 2020 – Capacity between 400 kWp to 1,000 kWp).

Support type

Sliding feed-in premium
Support is granted as a premium which is equal to the difference between the applicable bid price (when awarded) and the applicable proxy for the market price as determined by the Regulator (which may vary) over the 20 years of the guaranteed support period ( ITB 2020 – capacity between 400 to 1000 kWp, Volume 1 Section 3).

Addressees

Any owners of RES installations with a capacity between 400 kWp and 1,000 kWp.

Procedure

Bidders must fulfil certain criteria to participate. This includes:
• Planning/building permission
• Copy of a recent “Grid Connection Study” and
• Stay within the annual threshold calculated as offered kWp x Full Load Hours, which is:
o Solar Photovoltaic Installation – 1600 full Load Hours/ year
o Onshore wind - 2190 full Load Hours/ year
o Offshore wind – 2628 full Load Hours/ year
o Biogas CHP – 5256 full Load Hours/ year
o Biomass CHP – 7446 full Load Hours/ year
o Any other RES Installation type – 1600 full Load Hours/ year
The awarded bid price per kWh for the electricity generated and sold to the DSO from a qualifying renewable energy installation lasts 20 years. (§ 14.1 ITB 2020 – Capacity between 400 kWp to 1,000 kWp).
