Description of support scheme

The Programme “Exsoikonomo- Autonomo” is the continuation of the successful Programme “Energy Saving at Home”, initiated in 2013. The Programme is carried out in rounds. The latest round of “Energy Saving at Home” took place in 2019 and until now energy efficiency measures have been realised in approximately 130,000 buildings. Just like its predecessor, the new Programme “Exsoikonomo- Autonomo”, initiated in December 2020, aims at ameliorating the energy performance of residential buildings. This is achieved through the provision of subsidies and interest-free loans for the installation of RES plants and energy-saving measures. Applications are now closed but a new round is expected to open in 2021.

Amount

In general, the amount of subsidy is contingent upon the personal or family income of the applicant. For example, for a family income ≤ 20,000 (the first category) the level of subsidy begins at 65% of the total expenditure. In addition, a 10% COVID-19 premium along with an 10 % Energy premium can be given, thus reaching the level of subsidy at 85%. Lignite-mining areas may also profit from an additional 10% premium. Accordingly, for a family income > 120,000 (the fifth and last category) the level of subsidy might reach 55% of total expenditure (Chapter 2.2 “Exsoikonomo- Autonomo” Manual). Eligible total expenditure is defined for each RES technology. For example, max. EUR 6,000 is the total eligible expenditure for solar water heaters and max. EUR 25,000 can be given for solar heating (Chapter 4.1 “Exsoikonomo- Autonomo” Manual).
The rest of the total expenditure can be given in form of an interest-free loan, which is financed by the HDB (Chapter 4.4 “Exsoikonomo- Autonomo” Manual).

Addressees

The addressees of the Programme are the owners of apartments, blocks of flats and detached houses (Chapter 2.2 “Exsoikonomo- Autonomo” Manual).

Procedure

The whole application process is done electronically. The interested owner submits its application along with the necessary documents (e.g., Energy Certificate). Additionally, the applicant should choose the kind of support (subsidy or interest-free loan + subsidy). After MME monitors the application, it approves or rejects the application. In case of approval, the final total eligible budget of the approved measures is defined. The approved measures are realised and after submitting the necessary documents (e.g., receipts), the approved amount of support is transferred to the applicant’s bank account (Chapter 5-7 “Exsoikonomo- Autonomo” Manual).
