Competitive PV/Wind Tenders

Description of support scheme

In 2016, Greece carried for the first time a pilot tender only for PV installations. Since 2018, three tenders were taking place annually: a joint PV and wind tender, two tenders with separate PV and wind categories. The latest auction (a joint PV/wind) will take place in May 2021. It should be noted that the auction concerned basically plants in the interconnected system.
For the period 2021-2024, 6 joint tenders are foreseen. In addition, PV plants < 500kW will be obliged to take part in separate tenders.

Auctioned volume

Installed capacity: During the last auction (May 2020) the tendered capacity was 350MW.

Support type

Sliding feed-in premium (also called Contracts for Difference – CfD): Successful bidders sign an Operating Support Contract with DAPEEP to obtain the Feed-In Premium (art.9 Law No.4414/2016). Plant operators are obliged to participate in the Electricity Market and receive part of their remuneration. The other part is financed by the “Special Account for RES”.

Addressees

Every legal or natural person (art.7 RAE Decision 1648/2020). It should be noted that PV/ wind operators in non-interconnected cannot take part in the tender (art.7 par.7 RAE Decision 1648/2020).

Procedure

RAE issues a call for applications to the tender. Interested parties submit their application and RAE reviews whether each participant fulfil the technical and financial criteria defined in the call. Then, RAE issues the final list of participants and an electronic auction is scheduled. During the electronic auction, plant operators submit their bids in real time. After the end of the auction, RAE issues the list of successful bidders. Successful bidders sign an Operating Support Contract with DAPEEP to obtain the Feed-In Premium (art.9 Law No.4414/2016).

In the latest auction the following wind power plants with capacity between 3 MW and 50 MW were eligible (art.1 par.6 RAE Decision 1648/2020).
