Electricity production licence process

  2. Description of the process

    • The Regulatory Authority for Energy, Waste and Water (RAEWW) issues the Certificate of Producer of Electricity as the initial stage in the licensing procedure. According to Law 4685/2020, during the ten (10) first days of February, June, or October—known as the application cycles—the pertinent application may be filed to the responsible authority through its electronic registry. Proof of payment of the applicable application fee in favour of RAEWW, which is 60 €/MW with a maximum value of 12,000 €, must be included with the application. This price is proportionate to the project's capacity. 


    It should be noted that a Letter of Guarantee of 35,000 €/MW must be given at the time of application for the Certificate of Producer in accordance with Law 4819/2021, which was implemented in July 2021. Before the aforementioned rule was introduced, projects with a CPE that had not submitted their application for a final grid connection offer by April 15, 2022, were required to submit the Letter of Guarantee by April 15, 2022, in order to keep their Certificate of Producer. Once a completed application for the Grid Connection Offer has been submitted to the Transmission System Operator or the Distributed Network Operator, the Letter of Guarantee is returned to the Producer. Before submitting a GCO application, the Producer may also request that the Letter of Guarantee be returned. The Certificate of Producer is recalled in this instance. 

    Furthermore, a second payment (the Certificate Issuance Fee) is made to the Operator of RES and Guarantees of Origin (DAPEEP) following the preapproval of the application. This payment is similarly determined in proportion to the project's capacity. The fee structure for renewable energy projects is based on the installed capacity as follows:

    • Up to 1 MW: €3,000 per MW
    • 1 to 10 MW: €2,500 per MW
    • 10 to 50 MW: €2,000 per MW
    • 50 to 100 MW: €1,500 per MW
    • Over 100 MW: €1,000 per MW

    The maximum possible Certificate Issuance Fee is the one that corresponds to a plant of 250 MW capacity. The Certificate of Producer of Electricity (CPE) is active for 25years. 

    Note that the following cases will result in the Certificate being revoked: 

    • If the Producer fails to complete the Environmental Terms Approval (ETA) application within six months of the date of issuance.
    • If the Producer does not submit an application for the Grid Connection Offer within 36 months after the date of issuance.
