Connection to the grid

Procedure

  • RES plant operators must apply for a non-binding preliminary Grid Connection Offer (GCO) to IPTO (RES plants > 8MW) or to HEDNO (RES ≤ 8MW and RES plants on non-interconnected islands).
  • The GCO is issued by IPTO/ HEDNO.
  • After a thorough examination of the application based on administrative and technical criteria, the Binding Grid Connection Offer (BGCO) is issued. Administrative criteria include the submission of documents such as the “Certification of RES producer” and the Environmental Impact Assessment (EIA) Approval. Technical criteria concern the grid capacity, i.e., if the grid is congested or not.
  • After the issue of the BGCO, the RES plant operators must submit a guarantee letter to IPTO/ HEDNO. The amount of guarantee letter is contingent upon the RES capacity.
  • Necessary grid connection works are carried out and the RES can be finally connected to the grid (art. 8 Law No. 3468/2006).
  • A similar but less complicated procedure is applied to smaller RES plants operating under a net-metering scheme (Min. Decision 15084/382-05.03.2019).
