Description of support scheme

The Federal Network Agency conducts innovation tenders for “plant combinations”, i.e., a merger of several electricity generation installations using different renewable energy sources or of electricity generating installations using RES and an adjacent energy storage. At least one installation has to be onshore wind energy or PV. The plant combination has to inject produced electricity into the grid through a single connection point. (§ 39n EEG 2021; §§ 2 and 4 InnAusV 2020).
The tenders take place twice a year, on 1 April and 1 August. The support period is 20 years from the connection to the grid.

In times of negative electricity prices on the spot market, the premium is temporarily reduced to 0 Ct/ KWh (§9 InnAusV 2020).

Addressees

Plant operators operating several plants counting as a plant combination and meeting the technological requirements (§ 13 InnAusV 2020).

Procedure

Awarding is based on price-only criterion. In case of identical price bids, the smaller project with lower capacity is ranked first. Should price and capacity be identical, the ranking is decided by lot (§33 EEG 2020).

Competent authority

The Federal Grid Agency executes and oversees the tendering procedure (§ 11 InnAusV 2020). The Federal Government evaluates the implementation (§ 14 InnAusV 2020).
