Description of the support scheme

The Cadres de compensation is a regulatory framework meant for the non-interconnected territories (Régions ultrapériphériques-RUP) to improve their energy efficiency on every sector as well as to raise awareness about energy transition and the challenge of buildings thermal renovation.

Eligible technologies/refurbishments

  • insulation of attics or roofs (excluding non-habitable attics)
  • wall insulation
  • insulation of flat roofs
  • collective solar water heating
  • air/water, water/water or ground/water heat pumps (including hybrid heat pumps, absorption heat pumps and gas-driven heat pumps)
  • single or double flow mechanical ventilation
  • reduction of solar gain through the roof
  • protection of windows against solar radiation
  • efficient air conditioning
  • efficient cooling appliances in stores
  • efficient industrial devices (IE4 engines, variable speed drives on induction motors)
  • public lighting

Amount

650 M€ on 5 years on oversea territories.

Addressees

Private individuals, small and medium-sized businesses, tertiary and industrial sector, municipalities.

Procedure

The CRE sets for once the regulatory framework, then each territory constitutes an operational board called the comité MDE, gathering the State representative, the grid operator, ADEME and local authorities. They submit a financing scheme, including a relevant list of actions as well as awareness and communication measures, while setting up a consistent inspection scheme. Once validated by the CRE, this plan is then operated by the grid operator.
