Description of support scheme

As one of the main measures to implement the EU Energy Efficiency Directive, Finland has adopted a legal instrument to set out the energy efficiency requirements for new buildings. The decree has entered into force in January 2018. The requirements apply to all new buildings exceeding 50m2 (art. 1 Decree 1010/2017).
Decree 1010/2017 sets out the legal requirements for energy efficiency for all parts and elements of the buildings, such as the heating system, the cooling system, heat loss, and so on. Article 4 determines the maximum energy performance ratings for different categories of buildings (Decree 1010/2017). The rating of the new building has to be below the legally determined threshold value. The requirements tend to be stricter for large and public buildings, such as housing blocks or schools, and more lenient for buildings fulfilling essential societal functions, such as hospitals.

Addressees

The persons responsible for designing and planning the buildings (e.g., architects and contractors) bear the responsibility for fulfilling the legal obligations set out in the Decree 1010/2017.

Procedure

The persons responsible for designing and planning the new building at hand are obliged to comply with the maximum Energy Efficiency Rating set out in the article 2 of Decree 1010/2017, and with other, more detailed obligations set out in the further provisions of the same decree.
