Training programmes for Installers of RES installations

Professions Act

Summary

At present, statutory law provides no concrete provisions concerning training programs for RES installers. However, according to the Professions Act, each sectorial body responsible for elaborating the standards and the allocation of professional qualifications is also the body responsible for providing training.
The Professions Act sets the framework for the organization of the body responsible for according the certificates for professional qualifications, including for people working in the construction and energy sector and to the installers of each RES technology. The body responsible for organising the allocation of qualifications and naming the bodies responsible for setting the standards is the Estonian Qualifications Authority (Kutsekoda).
Currently active certifications from the Qualifications Authority relating specifically to RES installations are the following, according to the Occupational Qualifications System Classification:
• Biogas plant operator
• PV system installer
• Wind turbine technician
• Heat pump installer
• Solar thermal heating system installer
For each certification, the Occupational Qualifications System Classifications provides information on the curricula and specific educational institutions in Estonia providing training(s), following which the relevant qualification would be issued.
