Description of support scheme

Under the Support Scheme for RES for own consumption 2020, domestic and non-domestic customers can connect PV installations (rooftop or ground-mounted) under a net-metering scheme. The current 2020 call is open for new applications until 30 July 2021.

Amount

The electricity generated by the PV installation (behind the meter) covers the needs of a building/house on which it is installed and any surplus is fed into the grid. If the electricity generation is not enough to cover the needs of the buildings, then the buildings can be supplied from the grid. The injected electricity is tracked with the reverse count of the electricity meter. The electricity offsetting is realized once every two months or each month (depending on the geographical region) for each calendar year by EAC or by any other electricity supplier.
If the electricity offsetting (CERA Decision 28/2020):
● Is negative, i.e., more electricity was taken from the grid than fed into the grid, these will be invoiced and will include the price of electricity imported along with other related fees (grid usage fees, Public Utilities Obligation, Consumption fees and taxes);
● Is zero, i.e., the difference between energy fed into the grid and consumed energy is zero, there is no electricity charge. However, some standard fees are imposed (such as grid usage fees);
● Is positive, i.e., more electricity was fed into the grid than taken from the grid, this will be transferred in the next two months or next month.
The final account (measurement of February-March) of the calendar year is the final settlement while any electricity surplus cannot be carried over from one calendar year to the next (Chapter 12.4 EAC Net-Metering Technical Guide).

Addressees

For domestic consumers, all natural persons located in Cyprus are eligible (Chapter 4.5 Support Scheme for RES for own consumption 2020). For non-domestic consumers, only PV installation (ground-mounted or rooftop) not supported by any other scheme, are eligible (Chapter 4.6 Support Scheme for RES for own consumption 2020).

Procedure

Interested applicants submit their application to EAC. EAC examines the application and if approved a net-metering contract is signed that has a duration of 15 years. The applicant should realise the installation and connection of the PV installation within 3 months (Chapter 12.9 EAC Net-Metering Technical Guide).

The maximum capacity of each PV installation (rooftop or ground-mounted) should not exceed 10kW. Overall, the Support Scheme for RES for own consumption 2020 will cover 20MW (15MW for non-domestic and 5MW for non-domestic consumers) (Chapter 4.4 Support Scheme for RES for won consumption 2020).
