Electricity production license process

Description of the process

Prior to the administrative authorization process, plant developers (natural and legal persons) apply for an installation license from the Cyprus Regulatory Energy Committee (CERA) (art. 31 par. 1 Law on Regulation the Electricity Market). Generally, installation license is obligatory for all RES. However, exemptions apply. More specifically, plants developers with RES plants < 5 MW and autonomous electricity producers that produce electricity for own consumption below 1 MW apply to CERA for an exemption to the installation license (art. 35 par. 2 Law on Regulation the Electricity Market).
For the installation license and the exemption to the license, standard application forms are available on the website of the CERA. The applications necessitate specific information on the project. The CERA Committee approves or rejects the application and the decision is made available on CERA’s website (art. 38 par. 3 Laws on Regulation of Electricity Markets).
It should also be noted that the duration of the installation license is examined and determined on a case-by-case basis (art. 10 Min. Decree 538/2004).
