  2. Description of support scheme

    There is an obligation of a 14% share of RES usage in transport by 2030 in the Republic of Croatia.
    Producers of fuels have an obligation to include biofuels into their products. Distributors of fuels have an obligation to include biofuels into their distribution and sales. Biofuels can be placed on the market as pure biofuels or as blended with diesel or petrol, in accordance with provisions on the quality of fuel. Production and usage of biofuels must be in line with sustainability criteria and achieve minimal greenhouse gas savings, as stipulated by the Act on Biofuels for Transport and the Ordinance on the method and conditions for applying sustainability requirements in the production and use of biofuels.
    Latest amendments to the Act on Biofuels for Transport were introduced in May 2021 and, based on these amendments, the competent minister must issue new subordinate legislation, including the Ordinance on measures for promotion of use of biofuels in transport.

  3. Amount of quota and period of application

    There is no one specific amount of quota. The quantity is established for each party liable for placement of biofuels on the market according to formulae stipulated in the Ordinance on measures for promotion of use of biofuels in transport.

  4. Addressees

    By the Act on Biofuels, liable parties for the national target for usage of biofuels and RES in transportation are: producers of fuels, distributors of fuels, counties, major cities, public transportation companies, and any public sector users of fuels (public institutions, state-owned companies, etc.).

  5. Procedure

    Distributors of fuels are responsible for placement of biofuels on the market. A distributor must place a quantity of biofuels on the market in a calendar year according to its obligation established in accordance with the Ordinance on measures for promotion of use of biofuels in transport.
    Distributors of fuels must keep records of quantity and type of biofuels placed on the market, and submit a ‘Report on implementation of the annual plan of the liable party’ to the competent ministry (currently the Ministry of Economy and Sustainable Development). If the distributor has placed on the market a smaller quantity than required by relevant regulations, it shall pay a special environment fee for non-placement of biofuels on the market.
    The Regulation on a special compensation for the environment for non-fulfilment of the obligation to place biofuels on the market shall determine the level of the special environment fee, and the time limit for payment. The special environment fee is determined by a decision of the competent ministry and shall be paid in favour of the Environmental Protection and Energy Efficiency Fund.
    The competent ministry conducts administrative supervision of the implementation of the Act on Biofuels for Transport and other regulations adopted on the basis of that Act. Inspectional supervision of the implementation of the Act on Biofuels for Transport and other regulations adopted on the basis of that Act are conducted by the competent inspectors.
