Summary of energy efficiency measures

Overview

Malta has implemented several energy efficiency measures aimed at reducing energy consumption and promoting sustainable practices among its residents.​ The country promotes energy efficiency in buildings through mandatory Energy Performance Certificates (EPCs) for properties that are built, sold, or rented. Additionally, Malta supports energy-saving retrofits such as roof insulation and double glazing through government-backed financial schemes aimed at reducing household energy consumption.

Additional Energy Efficiency Measures

Malta's National Energy and Climate Plan (NECP) outlines various strategies to improve energy efficiency across different sectors. These include initiatives in transportation, such as promoting low-emission mobility and electrification of transport, as detailed in the Transport Master Plan 2025.  

Furthermore, the Energy and Water Agency (EWA) provides resources and information to promote energy efficiency among consumers and businesses.  

Summary of measures  

  • Energy Performance Certificate (EPC): In compliance with Directive 2010/31/EU, Malta mandates that buildings being constructed, sold, or rented must possess a valid Energy Performance Certificate (EPC). This certificate assesses the energy performance of a building and provides recommendations for improvement. Assessments are conducted by registered Energy Performance of Buildings (EPB) assessors recognized by the Building and Construction Authority (BCA). A list of registered EPB assessors is available on the EPC Portal. The EPC remains valid for ten years unless significant renovations are undertaken.​ Currently, an EPC is compulsory for most buildings and dwellings being sold or rented in Malta.
  • Roof Insulation and Double Glazing (Retrofitting) Scheme: To encourage energy-saving retrofits, the Regulator for Energy and Water Services (REWS) administers a scheme offering financial assistance for the installation of roof insulation and double-glazed apertures. This initiative aims to enhance thermal efficiency in residential properties, leading to reduced energy consumption. Key details of the scheme include:
    • Grant Amount: Beneficiaries receive a grant covering 50% of the total eligible costs, including VAT, capped at €1,000.
    • Eligibility: The scheme is open to private individuals (natural persons) for use on their residential properties, as well as to voluntary organizations not engaged in commercial activities.
    • Application Process: Interested parties can apply through the REWS website.

This scheme has been renewed with increased funding to support more households in implementing energy-efficient measures. For instance, in November 2023, the government announced a €1 million investment to assist over 1,000 families and NGOs in benefiting from this initiative.
