According to Cabinet Act No. 52 of December 23, 2019 (Government Gazette 213/A/24-12-2019), issued shortly after the announcement of the European Green Deal, the act defined the establishment, composition, and operation of the Governmental Committee for the Just Development Transition of the Region of Western Macedonia and the Municipality of Megalopolis, as well as the content of the Just Development Transition Plan (SDAM).
This plan was formalized in a Memorandum of Understanding and Strategic Cooperation, signed on September 17, 2020, by the Regional Governor of Western Macedonia, the Mayors of Kozani, Eordaia, and Amynteo, senior executives of PPC S.A. and DESFA S.A., and the Chair of the Coordinating Committee.50
The plan outlines the integration of existing district heating networks and facilities under a new entity, the Intermunicipal District Heating Company of Western Macedonia. It also includes the development of an interconnection network linking the three cities and the establishment of a thermal hub.
The hub will consist of the following components:
- Ptolemaida V unit (140 MWth capacity, estimated annual production of 300-400k MWh)
- A new High-Efficiency Combined Heat and Power (CHP) unit (60 MWth capacity, estimated annual production of 270-350k MWh)
- Electric boilers (80 MWth capacity, estimated annual production of 0-125k MWh)
- A natural gas boiler (100 MWth capacity, estimated annual production of 10-125k MWh)
