Connection to the grid

If a district heating company receives a request for access to the pipelines from someone who wants to sell heat to the district heating business or use the lines for the distribution of heat, the district heating company must negotiate access with the company who made the request. The obligation to negotiate means that the district heating company must try to agree on access with the person who requested it. If no agreement can be reached regarding access, the district heating company must state the reasons why access is not granted.

If a company who wants to sell heat to the district heating business has requested access to pipelines in accordance with § 37 and an agreement cannot be reached, the district heating company must allow regulated access to the pipelines if the person who requested access requests it.

The obligation to allow regulated access only applies to primary heat on the supply line and only if the facility to be connected is not already or has been connected for input to the district heating company's pipelines.

The company that has requested access to the pipelines must pay the investment cost for the connection.

The district heating company must receive heat to a reasonable extent from whoever is given access to the pipelines and pay compensation for the heat input. The compensation must correspond to the district heating company's benefit from the heat.

Use of the grid

The agreement on regulated access shall be valid for 10 years (§ 37c Act 2008:263).

Grid development

In order to promote the expansion of district heating, grants, if there are funds for this, may be provided in accordance with this regulation. Grants may only be provided for measures that lead to electrically heated buildings being connected to district heating or that lead to a not inconsiderable increase in cogeneration utilisation. Contributions are made to the district heating supplier who carries out or has the expansion carried out. The Ordinance (1999:1383) on government subsidy for expansion of the district heating network establishes the rules for the subsidies.
