Buildings that are newly constructed or refurbished in an area designated by the municipal or regional authorities are required to be linked to the heating network.

The request for classification or modification of the classification of a heating or cooling network is presented, for an existing network by its owner, for a network to be created by the project owner, or by their agent (Art. R712-2 Code de l'énergie). It must include a feasibility assessment as well as information on the heating network's economic and technological performance (Article R712-4 Code de l'énergie). The classification of a heating or cooling network, existing or to be created, is pronounced for a fixed period which cannot exceed thirty years by deliberation of a local authority or a group of local authorities, where applicable after having obtained the opinion of the consultative commission for local public services.
