Grid-E Development

Procedure 

The TSO and DSOs in the Netherlands are responsible for ensuring sufficient transport capacity for consumers and producers. (Electricity Act  art. 16,1,d). Consumers and producers are by law entitled to the transport capacity they desire. Only in case of shortage of transport capacity, a TSO or DSO may refuse a request for transport capacity. (art. 24 Electricity Act). The concerning SO shall in such a case inform the regulatory authority and shall provide a plan to resolve the transport capacity shortage.

Tasks of the DSO/TSO

Biannual publication of a grid development plan 

DSO: 17 specific tasks, of which the most important are (E-wet art. 16, sub 1)

  • Keep grids operational and maintained.
  • Ensure the safety of the grid
  • Develop, repair and renew the Network
  • Ensure sufficient spare capacity
  • Connect customers on their demand
  • Determine whether RES production plants are suitable for production

Investigate the necessity, effectiveness, efficiency, quality and costs of the TSOs and DSOs’ development plans
