The Dutch Energy policies are based on the Paris agreement and subsequent EU legislation, which resulted in the 2019 Dutch Climate Act formulating CO2 reduction goals of 55% and 100% for 2030 and 2050, respectively.
The Climate Act was preceded by the Dutch national Climate Agreement, in which all sectors (industry, energy companies, citizens, (local) authorities, etc.) agreed on a joint approach towards the 2030 and 2050 goals.
The Climate Agreement was subsequently worked out in 30 so-called Regional Energy Strategies (RESs).
Furthermore, Dutch energy policies follow EU policies regarding sustainable energy production and use, adopting the different EU energy directives, including the provisions regarding decentralisation of the energy system and energy communities.
Regarding Energy Efficiency, the Dutch NECP (National Energy and Climate Plan) target for energy efficiency by 2030 is 32.5 % based on the expected primary energy consumption. In terms of final energy consumption, the expected final energy consumption by 2030 will be 1,837 petajoules. To achieve this, the Dutch policy is introducing energy labels for all sectors, including houseowners and the obligation to take specific energy efficiency measures for companies and the public sector.
