In the period between 2024 and 2026, the CE4EUI secretariat supported the BES islands with activities related to smart electricity systems (SES), electrification of mobility, and integration of decentralised renewable energy. The island transition team of the island of Saba is composed of the public utility Saba Electric Company (SEC) and the Public Entity Saba.

This report provides a roadmap for the island of Saba to achieve 100% renewable energy by 2030, setting priorities and providing context and financing options. The report first highlights the current state of the energy system of the island. It then provides an overview of the island’s goals and barriers to reaching them based on the information provided by the transition team and sets concrete priorities based on the goals. Therefore, it provides the relevant context within which the actions should be achieved, including financing options. And finally, it defines the specific actions needed to achieve goals and priorities; these form Saba’s roadmap. The report concludes with recommendations to guide the transition team in the next steps.
