Public building decarbonisation roadmap - Island of Pašman

The island of Pašman, Croatia, is exploring different options to decarbonise its public buildings. A list of seven public buildings to be renovated, integrating energy efficiency (EE) and renewable energy (RE) measures, has been identified. The estimated energy savings potential and related investments of these public buildings have been calculated using RETScreen Expert based on the information from the energy performance certificates. A detailed analysis of one building was developed in RETScreen, and the results for this building were then extrapolated to the remaining six. The investments for EE and RE measures are underestimated in RETScreen compared to the reality of the Croatian islands, so additional costs related to inflation and access to the island have been considered.  

Based on the findings, a roadmap was developed to present a step-by-step approach to decarbonise the public buildings on the island of Pašman. It is expected that this roadmap will serve as a guide for strategic planning to integrate EE and RE, resource management, and performance evaluation to achieve long-term sustainability and significant energy savings in public buildings. This roadmap is adapted to the local legal framework.  

The roadmap implementation will require investments from the municipalities of the island of Pašman. Although there are limited funding resources available in Croatia, one of the most significant challenges for small municipalities like Tkon and Pašman was identified in the high cost of preparing comprehensive project documentation due to the lack of internal resources and capacity.
