RES Permits and Authorisation Processes

Summary

To produce electricity from RES and feed it into the grid, no permits are required, other than the registration of the RES production plant at the DSO.  To be eligible for CoOs (Certificates of Origin) and certain subsidies, however, a clarification from the grid operator (DSO)  that the generation system is suitable for the production of electricity from RES is required.

Rules and requirements

To be eligible for certain subsidies, the production plant must be clarified as eligible for green certificates from the grid operator (DSO).

Authorisation procedure

Procedure in accordance with Article 16, 1h, Electricity 1998 Act:

  • The owner of the production plant registers his RES production plant with VertiCer (the official registration desk for CoOs)
  • The owner of the production plant requests that the grid operator (DSO) confirm that the plant is suitable for producing renewable electricity.
  • The grid operator (DSO) investigates the plant and, if he agrees, informs VertiCer – the official Dutch office for the issuance of certificates of origin (CoO).
  • VertiCer issues CoO to the production plan owner.

Summary

No special legislation applies to RES. For heat from RES however, certificates of origin are provided, which can be used and sold as CO2 credits or for applying for subsidies for heat production from RES, or to meet the requirements of a municipality tender

Authorisation procedures

The owner of the production plant requests a metering company to confirm that the production plant is suitable for heat production of renewable heat.

The metering company investigates the plant and, if it agrees, informs VertiCer – the official Dutch office for the issuance of certificates of origin (CoOs).

VertiCer issues CoOs to the production plan owner (Warmtewet, art. 24a).
