The Clean energy for EU islands secretariat is delighted to release the Guidelines for Net Zero Entrepreneurial Zones – Pašman and Tkon, published as part of its ongoing technical assistance programme. This new document provides strategic and technical direction for the establishment of net-zero entrepreneurial zones in the Croatian island municipalities of Pašman and Tkon, offering a replicable model for other island territories across Europe.
The municipalities of Pašman and Tkon, located on the island of Pašman, are initiating efforts to develop entrepreneurial zones that demonstrate how economic growth can be aligned with climate neutrality. The aim is to promote sustainable business and construction practices while integrating renewable energy sources, energy-efficient building designs, and low-carbon transport systems. Although both municipalities share the ambition of making these zones models of sustainability, the development approaches differ. In Pašman, land will be acquired directly from the municipality, whereas in Tkon, land acquisition will be facilitated through private ownership. The Pašman entrepreneurial zone will extend across 2.8 hectares, while the zone in Tkon will cover 2.36 hectares.
The guidelines build on a detailed feasibility study assessing the optimal pathways for establishing net-zero economic zones in both municipalities. The study identifies strategies to reduce carbon emissions, optimise energy consumption, and implement renewable energy solutions across the zones. It also examines the socio-economic dimensions, recognising that successful implementation requires strong community engagement, local value creation and effective governance.
One of the core objectives is to stimulate local economic activity by coupling decarbonisation measures with entrepreneurial opportunities—encouraging new business models linked to clean energy, sustainable mobility, eco-tourism and the circular economy. To support this, the guidelines propose phased implementation pathways, recommendations for investment and regulatory alignment, and governance models tailored to the needs of Pašman and Tkon.
Although specific to Pašman, the analytical framework, development models, and lessons learned provide valuable insights for other islands seeking to accelerate their clean energy transitions by linking innovation zones with net-zero ambition.
