A new technical assistance report published by the CE4EUI secretariat "Cape Clear Wind Financial Analysis" examines the financial feasibility of a small‑scale community wind project on Cape Clear Island, Ireland, as part of the Clean energy for EU islands initiative. The study assesses a proposed 250 kWp single‑turbine wind installation designed to supply clean and affordable electricity to the island community, while strengthening local energy ownership and resilience.
The analysis evaluates three financial scenarios reflecting different levels of technical and market performance. Under the base‑case scenario, the project is shown to be capable of servicing its debt but delivers limited financial returns for the community under the current regulated electricity tariff. While the project achieves a positive debt service coverage ratio, its overall net present value remains negative, highlighting the challenge faced by small island energy projects operating under fixed tariff regimes. The study finds that additional grant support or improved electricity sales conditions would be required to strengthen the project’s financial viability.
More favourable outcomes are identified under a best‑case scenario, where lower capital costs and higher energy production significantly improve performance indicators, confirming the project’s potential bankability under supportive conditions. Conversely, the worst‑case scenario illustrates the sensitivity of community‑scale projects to higher construction costs, reduced energy yields and increased financing costs, which can place financial pressure on the community in the early years of operation.
Beyond the specific case of Cape Clear, the report underlines broader lessons for island energy transitions. It demonstrates the importance of tight cost control, conservative debt levels and strong public support mechanisms for small community‑led renewable projects. The findings provide valuable insights for other EU islands considering similar initiatives, reinforcing the role of tailored financial assistance in enabling locally owned clean energy solutions.
