Description of support scheme

The Dutch Government has introduced yearly auctions under the SDE++ scheme since 2008. It aims to address the ‘unprofitable component’ for these technologies. Generally, the support scheme consists of the difference between the correction amount (market price for energy) and the base amount (decided annually). The base amount is the final amount of revenue that an electricity producer receives per generated kWh (electricity market price + financial incentive).
The SDE++ holds two rounds of auctions annually, in spring and autumn respectively. The auction works on a ‘first come first serve’ basis. In practice this means all applicants whose bids fall below the ceiling price will be awarded until the budget is fully consumed.

The budgets of the rounds are published in monetary units, with the budget of the autumn tender round of 2021 being 5 billion euros.

Developers of new RES projects, provided their project makes use of eligible technologies.

Procedure

To qualify, applicants must have acquired all necessary permits and a feasibility study. Provided the applications meets the requirements, the subsidy will be awarded on a ‘first come first serve’ basis until the budget has been fully awarded. The winning bids are then published at the end of every year.
