Description of the process

PV Systems Not Benefiting from Feed-in Tariffs:

  • Installations ≤ 16 Amps per Phase:
    • Notification: Systems with a total peak generation capacity up to and including 16 Amps per phase, produced solely from renewable sources, are exempt from requiring an authorization or license. However, the Regulator for Energy and Water Services (REWS) must be notified prior to construction.
  • Installations > 16 Amps per Phase:
    • Authorization and Licensing: For systems exceeding 16 Amps per phase, an authorization from REWS is required before construction. Upon completion, an electricity generation license must be obtained.

PV Systems Benefiting from Feed-in Tariffs:

The licensing process for PV systems under the FiT scheme involves two main stages:

  1. Stage I: Application for Operating Aid and Authorization:
    • Submission: Applicants must submit Part 1 of the application to REWS, which combines the request for FiT allocation and the authorization to construct the installation.
    • Authorization Issuance: For installations larger than 16 Amps per phase, REWS issues an authorization to install, including a 'Details to DSO' letter.
    • DSO Confirmation: The applicant submits the 'Details to DSO' letter to Enemalta plc, the Distribution System Operator (DSO), to obtain a 'No Objection' confirmation.
  2. Stage II: Installation and Licensing:
    • Installation: Upon receiving the 'No Objection' confirmation from Enemalta, the applicant proceeds with the installation of the PV system.
    • Final Application: After installation, the applicant submits Part 2 of the application to REWS to obtain the electricity generation license and finalize the FiT arrangements.
